My Lord Duke,
I have the honour to inform Your Grace that
I have had under consideration the ruranization of the Sanitary Department of this Government.
2.
The Colony is at the present time in process
of rapid development involving large building schemes and questions of food supply and sanitation, which make great calls upon the Head of the Department,

The internal affairs of the Department here multiplied correspondingly, and I consider it essentia) that the following appointments should be made as early as possible, in order to cope with the increasing volume of work:-
(a) One Assistant Head of Sanitary Department, who will
also act as Secretary to the Sanitary Board. This
post will be filled by a junior officer of the cadet
service, so as to ensure that there will always be an
officer capable of taking up the duties of Hend of
Sanitary Department,
(b) One Chief Inspector, to supervise the outside staff
of the Department, with duties corresponding rough] v
to those of the Chief Inspector of Police, and with an equivalent selerv (£500 to £600 by £25 annual) v).
